Then, based county panel data Jiangxi Province 1995 2012, builds generalized difference-in-difference model empirical impact, heterogeneity forces. Findings reveals that reserves would significantly promote non-agricultural sectors. robust test placebo with changed estimation methods verify result. result passes parallel trend shows most significant within one year after implementation policy. From analysis, mainly comes “push” effect brought by restricted production primary industry forces, “pull” tertiary industry.
